Municipal Service for Support to NGOs and Community Organizations

Article 23

Mission

The Municipal Service for Support to NGOs and Community Organizations is a service of the Municipal Authority whose mission is to provide technical and administrative support to the President of the Municipal Authority and to other organs and services of the Municipal Authority in the study, development and implementation of strategies to support NGOs and community organizations. municipality, and to support the public interest activities they carry out.

Article 24.º.

Tasks

The Municipal Service for Support of NGOs and Community Organizations is responsible for:

1. Identify existing community organizations with regular activities in the municipality;
2. Create and permanently update a database with the identity of community leaders who perform functions in the municipality;
3. Identify national and foreign non-governmental organizations based or regularly operating in the municipality;
4. Identify the leaders of national non-governmental organizations based in the municipality;
5. Create and maintain a permanently updated database identifying national and foreign non-governmental organizations and leaders of these organizations based or having regular activities in the municipality;
6. Distribute to non-governmental organizations and community organizations legislation and administrative regulations relevant to their activities;
7. Conduct information and clarification campaigns and training activities on government programs aimed at non-governmental organizations and community organizations;
8. Conduct training activities for leaders of non-governmental organizations and community leaders;
9. Provide clarification and information that needs to be requested by non-governmental organizations and community organizations on legislation and regulations concerning them, organizational strategies and better management or government programs from which they may benefit or in which they may participate as partners;
10. Perform other duties in the area of support to non-governmental organizations and community organizations determined by superiors and which are not the responsibility of other organs or services of the Municipal Authority.j) Perform other duties in the area of support to non-governmental organizations and community organizations determined by superiors and is not the responsibility of any other body or service of the Municipal Authority.

Article 25.^o.

Departments

1. The Municipal Service for Support of NGOs and Community Organizations consists of:
2. A Department for the Support Districts, responsible for carrying out the acts and processing the administrative procedures necessary for the exercise of the tasks provided for in paragraphs a), b), f), g), h), i) and j) of the preceding article;
3. A Department for Support to Civil Society, responsible for carrying out the acts and processing the administrative procedures necessary for the exercise of the tasks provided for in paragraphs c), d), e), f), g), h), i) and j) of the preceding article.
4. The departments provided for in the preceding paragraph shall be headed by Heads of Departments, appointed according to the arrangement of deployment, in accordance with the terms of Decree-Law No. 3/2016, of 16 March.
